- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, October 21, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Absent: None. Excused: None. Representative Frisbie moved to adopt the meeting minutes from September 16, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4088 before the committee: HB 4088 (Rep. Slagh) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 520 (MCL 206.520), as amended by 2015 PA 179. Representative Slagh testified in support of HB 4088. Questions and discussion followed. The following person submitted a card in support of HB 4088, but did not wish to speak: Brad Ward, representing Michigan Realtors. The Chair laid HB 4041 before the committee: HB 4041 (Rep. Tyrone Carter) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7u (MCL 211.7u), as amended by 2023 PA 191. Representative Tyrone Carter, joined by Alvin Horhn, representing the City of Detroit Office of the Assessor, testified in support of the proposed (H-2) substitute for HB 4041. Questions and discussion followed. Representative Tyrone Carter moved to adopt substitute (H-2) to HB 4041. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Schuette, Hoskins, Tyrone Carter, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Questions and discussion continued on the (H-2) substitute for HB 4041. The following person submitted a card with a neutral position on HB 4041, but did not wish to speak: Peter Morman, representing the Michigan Department of Treasury. The following person submitted a card in support of HB 4041, but did not wish to speak: John LaMacchia, representing the Michigan Municipal League. The Chair laid HB 4799 before the committee: HB 4799 (Rep. Lightner) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 44b (MCL 211.44b), as added by 1994 PA 297. Representative Lightner testified in support of the proposed (H-3) substitute for HB 4799. Representative Lightner moved to adopt substitute (H-3) to HB 4799. The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona, Schuette, Hoskins, Tyrone Carter, Neeley, Breen and Young. Nays: None. Pass: Rep. Paiz. John Globensky, representing the City of Grand Rapids, testified with a neutral position on HB 4799. The following people submitted a card in opposition to HB 4799, but did not wish to speak: John LaMacchia, representing the Michigan Municipal League. Judy Allen, representing the Michigan Township Association. The following people submitted a card in support of HB 4799, but did not wish to speak: Brian Shoaf, representing the Detroit Regional Chamber. Tim Langholz, representing the National Federation of International Business. Randy Gross, representing the Michigan Chamber. Representative Lightner moved to report out HB 4799 with recommendation, as substitute (H-3). The motion prevailed 9-1-5: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Posthumus, Alexander, Aragona and Schuette. Nays: Rep. Paiz. Pass: Reps. Hoskins, Tyrone Carter, Neeley, Breen and Young.
