JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Tuesday, June 9, 2020 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Local Government and Municipal Finance was called to order by Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Ellison, Sowerby, Hope, Kuppa. Absent: Reps. Markkanen, Paquette, Garza. Excused: Reps. Markkanen, Paquette, Garza. The Chair laid HB 5824 and HB 5825 before the committee: HB 5824 (Rep. Ellison) A bill to amend 1911 PA 44, entitled "An act to create a state board of equalization; to prescribe its powers and duties; to provide that said board shall be furnished with certain information by the several boards of supervisors and by the state tax commission; to provide for meeting the expense authorized by this act, and to repeal all acts or parts of acts contravening the provisions of this act," by amending section 5 (MCL 209.5), as amended by 2001 PA 36. HB 5825 (Rep. Markkanen) A bill to amend 1893 PA 206, entitled "The general property tax act," (MCL 211.1 to 211.155) by adding section 33a. Judy Allen, representing the Michigan Townships Association, testified with no position on HB 5824 and HB 5825. Representative Ellison moved to refer HB 5824 to the Committee on Ways and Means. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Ellison, Sowerby, Hope, Kuppa. Nays: None. Pass: None. Representative Marino moved to refer HB 5825 to the Committee on Ways and Means. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Ellison, Sowerby, Hope, Kuppa. Nays: None. Pass: None. The Chair laid SB 940 before the committee: SB 940 (Sen. Victory) A bill to amend 1893 PA 206, entitled "The general property tax act," by amending section 7cc (MCL 211.7cc), as amended by 2018 PA 633. Senator Victory testified in support of SB 940. Questions and discussion followed. The following people submitted a card in support of SB 940, but did not wish to speak: Rachel Richards, representing the Michigan Department of Treasury. Dan Papineau, representing the Michigan Chamber of Commerce. Brad Ward, representing the Michigan Retailors. At 8:40 AM, the Chair laid the committee at ease. At 8:40 AM, the Chair called the committee back to order. Representative Marino moved to refer SB 940 to the Committee on Ways and Means. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Paquette, Ellison, Sowerby, Hope, Kuppa. Nays: None. Pass: None. Representative Marino moved to adopt the meeting minutes from June 3, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Crawford moved to excuse Representatives Markkanen, Paquette and Garza from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. James Lower adjourned the meeting at 8:41 AM.
