- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Wednesday, June 10, 2020 4:04 PM Room 352, House Appropriations, State Capitol Building The House Committee on Commerce and Tourism was called to order by Chair Marino. Chairman Marino laid the committee at ease, the time being 4:05 p.m. Vice-Chair Cambensy brought the committee back to order, the time being 4:07 p.m. Vice-Chair Cambensy remembered Representative Robinson, and observed a moment of silence. Vice-Chair Cambensy laid the committee at ease, the time being 4:08 p.m. The Chair brought the committee back to order, the time being 4:09 p.m. The Chair asked the clerk to read in the letter from Speaker Chatfield appointing a new member to the Committee. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Camilleri, Sowerby, Hope, Manoogian. Absent: None. Excused: None. Representative Wendzel moved to adopt the meeting minutes from March 5, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5672 before the committee: HB 5672 (Rep. Kahle) A bill to prohibit employers from requiring employees and prospective employees to have devices implanted or otherwise incorporated into their bodies as a condition of employment or any employment benefit; to prohibit employers from discriminating in the terms, conditions, and benefits of employment against employees who refuse to have a device implanted or otherwise incorporated into their bodies; and to provide remedies. Representative Kahle testified in support of HB 5672. The following people submitted a card in support of HB 5672, but did not wish to speak: Tim Griemel, representing AFSCME Council 25. Merissa Kovach, representing the ACLU of Michigan. Lee Gonzales, representing the Michigan Department of Civil Rights. The Chair laid HB 5623 before the committee: HB 5623 (Rep. O'Malley) A bill to amend 1969 PA 312, entitled "An act to provide for compulsory arbitration of labor disputes in municipal police and fire departments; to define such public departments; to provide for the selection of members of arbitration panels; to prescribe the procedures and authority thereof; and to provide for the enforcement and review of awards thereof," by amending section 2 (MCL 423.232), as amended by 2011 PA 116. Representative O'Malley testified in support of HB 5623. Ken Grabowski, representing the Police Officer Association of Michigan, testified in support of HB 5623. Frank Guido, representing the Police Officers Association of Michigan, testified in support of HB 5623. Reggie Crawford, representing the Wayne County Deputy Sheriffs Association, testified in support of HB 5623. Sheriff Hinkley, representing the Calhoun County Sheriff, testified in support of HB 5623. Steve Delie, Director of Workers of Opportunity Mackinac Center for Public Policy, submitted written testimony in opposition to HB 5623, but due to technical difficulties was unable to testify. The following people submitted a card in support of HB 5623, but did not wish to speak: Barb Farrah, representing the Deputy Sheriff's Association of Michigan. Berrian County Sheriff's Office. Kristie Fortina, representing the Grand Traverse Corrections Deputy. The following people submitted a card in opposition to HB 5623, but did not wish to speak: Deena Bosworth, representing the Michigan Association of Counties. At 4:35 PM, the Chair laid the committee at ease. At 4:37 PM, the Chair called the committee back to order. The Chair laid SB 432 before the committee: SB 432 (Sen. Horn) A bill to amend 1984 PA 270, entitled "Michigan strategic fund act," by amending section 74 (MCL 125.2074), as amended by 2006 PA 616. The following people submitted a card in support of SB 432, but did not wish to speak: Greg Bird, representing the Michigan Economic Development Corporation. Representative Wakeman moved to refer Senate Bill No. 432 to the Committee on Ways and Means. The motion prevailed 10-1-0: At 4:40 PM, the Chair laid the committee at ease. At 4:44 PM, the Chair called the committee back to order. FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Schroeder, Wakeman, Wozniak, Cambensy, Camilleri, Sowerby, Hope, Manoogian. Nays: Rep. Reilly. Pass: None. There being no further business before the committee, Rep. Steve Marino adjourned the meeting at 4:45 PM.
