PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 10, 2020 12:30 PM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Absent: Rep. Markkanen. Excused: Rep. Markkanen. Representative O'Malley moved to adopt the meeting minutes from March 3, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 657 before the committee: SB 657 (Sen. Theis) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1531i (MCL 380.1531i), as amended by 2018 PA 106. Senator Theis testified in support of SB 657. Questions and discussion followed. Dave Saba, representing the Teachers of Tomorrow, testified in support of SB 657. Questions and discussion followed. The following people submitted a card in support of SB 657, but did not wish to speak: David Randels, representing the Oakland County Schools. Schroeder) A bill to provide for certain requirements regarding suicide prevention for schools; to prescribe rights, powers, duties, and privileges of schools, school districts, public school academies, intermediate school districts, and other public school entities; to provide for and prescribe the powers and duties of certain state departments; and to provide for the regulation of certain school employees. Representative Vaupel moved to adopt substitute (H-1) to HB 5482. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Koleszar, Stone. Nays: None. Pass: None. Representative Schroeder testified in support of HB 5482. Kristine and Joe Miller testified in support of HB 5482. Questions and discussion followed. Reilly) A bill to create the office of the higher education ombudsman; and to prescribe the powers and duties of the office, the ombudsman, and certain other state governmental officers and entities. Representative Reilly testified in support of HB 5603. Katarina Klawes testified in support of HB 5603. Dan Hurley, representing the Michigan Association of State Universities, testified in opposition to HB 5603. Questions and discussion followed. The Chair returned to HB 5482 Representative Hall moved to refer House Bill No. 5482 to the Committee on Ways and Means, with recommendation as substitute (H-1). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Nays: None. Pass: None. Representative Wakeman moved to excuse Representative Markkanen from the meeting. There being no objection the motion prevailed by unanimous consent.
