JOSEPH N BELLINO CHAIR COMMITTEE MEETING MINUTES Tuesday, June 16, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Energy was called to order by Chair Bellino. The Chair requested attendance be called: Present: Reps. Bellino, Wendzel, Alexander, Frederick, Lower, Filler, Markkanen, Mueller, O'Malley, Schroeder, Lasinski, Sneller, Haadsma, Kuppa, Manoogian, Shannon. Absent: Rep. Tyrone Carter. Excused: Rep. Tyrone Carter. Representative Sneller moved to adopt the meeting minutes from February 26, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5145 before the committee: HB 5145 (Rep. Markkanen) A bill to amend 2008 PA 295, entitled "Clean and renewable energy and energy waste reduction act," by amending sections 7, 173, and 177 (MCL 460.1007, 460.1173, and 460.1177), as amended by 2016 PA 342. Representative Markkanen testified in support of HB 5145. Ben Schimpf, representing Peninsula Solar, testified in support of HB 5145. Dr. Nelson Sommerfeldt, visiting researcher at Michigan Tech University, testified in support of HB 5145. Ed Rivet, representing the Michigan Conservative Energy Forum, testified in support of HB 5145. David Camps, representing Blue Terra Energy, testified in support of HB 5145. Brett French, representing the Upper Peninsula Power Company, testified in opposition to HB 5145. Renze Hoeksema, representing DTE, testified in opposition to HB 5145. Brandon Hofmeister, representing Consumers Energy, testified in opposition to HB 5145. Laura Sherman, representing the Michigan Energy Innovation Business Council, testified in support of HB 5145. The following people submitted a card in support of HB 5145, but did not wish to speak: Mike Berkowitz, representing the Sierra Club. Dr. Ed Mahoney, representing himself. Paul Stankewitz, representing the Michigan Catholic Conference. Joseph Fedewa, representing the Michigan League of Conservation Voters. Andrew Vermeesch, representing the Michigan Farm Bureau. The following people submitted a card in opposition to HB 5145, but did not wish to speak: Todd Tennis, representing the International Brotherhood of Electrical Workers, Michigan State Conference. Michael O'Brien, representing the Indiana Michigan Power Company. Mike Johnston, representing the Michigan Manufacturers Association. Tanya Paslawski, representing the Michigan Electric and Gas Association. Representative O'Malley moved to excuse Representative Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Joseph Bellino adjourned the meeting at 11:26 AM.
