PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Wednesday, June 17, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Absent: Rep. Hall. Excused: Rep. Hall. Representative Paquette moved to adopt the meeting minutes from June 10, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 657 before the committee: SB 657 (Sen. Theis) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1531i (MCL 380.1531i), as amended by 2018 PA 106. The following people submitted a card in opposition to SB 657, but did not wish to speak: Joe Lubig, representing the Northern Michigan University. Dr. Michael Sayler, representing the Eastern Michigan University. David Bertram, representing the Michigan State University. Beth Kubitskey, representing the Michigan Association of Colleges for Teacher Education. Sally Ray, representing the Sienna Heights University. David Gregory and Kelly Cawthorne, representing the Wayne State University. Representative Camilleri offered the following amendments to SB 657: 1. Amend page 2, line 6, after "applicable." by inserting "Beginning 7 years following the effective date of the amendatory act that added this sentence, the process Amended on September 1, 2020 described in this subsection must not allow for the granting of an interim teaching certificate under this section for teaching special education. The immediately preceding sentence does not prohibit an individual who is granted an interim teaching certificate under this section for teaching special education before 7 years following the effective date of the amendatory act that added this section from, subject to other provisions of law and rules that would otherwise apply to that individual, continuing to teach special education under that interim teaching certificate 7 or more years following the effective date of the amendatory act that added this sentence.". 2. Amend page 2, line 7, after "(2)" by striking out "The" and inserting "Except as otherwise provided under subsection (1), the". Representative Camilleri spoke to his amendments. Representative Camilleri moved to adopt the amendments to SB 657. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Nays: None. Pass: None. Representative Koleszar offered the following amendments to SB 657: 1. Amend page 6, line 15, after "2020," by inserting "CEPI, with its partners under this subsection, shall submit an initial report to the governor and the chairs of the senate and house standing committees responsible for education legislation that summarizes available state data, provides a baseline from which future comprehensive data analysis can begin, and includes recommendations to policymakers concerning data-gathering activities that are necessary to complete the comprehensive report described in this subsection,". 2. Amend page 6, line 15, after the second "15" by inserting a comma and "2021 and September 15". 3. Amend page 6, line 16, after "CEPI" by inserting a comma and "with its partners under this subsection,". 4. Amend page 6, line 23, after "any" by striking out "endorsement" and inserting "broad subject areas and educational settings". 5. Amend page 6, line 26, after "region," by striking out "endorsement requirements," and inserting "broad subject areas and educational settings,". 6. Amend page 6, line 29, after the first "by" by striking out "endorsements obtained by" and inserting "the broad subject areas and educational settings of". 7. Amend page 7, line 4, after "by" by striking out "endorsements required for" and inserting "the broad subject areas and educational settings of the". Representative Koleszar moved to adopt the amendments to SB 657. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Amended on September 1, 2020 Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Nays: None. Pass: None. Representative Markkanen moved to refer Senate Bill No. 657 to the Committee on Ways and Means as amended, as substitute (H-2). The motion prevailed 10-4-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Koleszar. Nays: Reps. Sowerby, Brenda Carter, Tyrone Carter, Stone. Pass: None. Representative Paquette moved to excuse Representative Hall from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 10:41 AM.
