- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, June 17, 2020 Room 308, House Office Building The House Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent: None. Excused: None. Representative Cole moved to adopt the meeting minutes from March 11, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5827 before the committee: HB 5827 (Rep. Sheppard) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16651 (MCL 333.16651), as added by 2018 PA 463. Chairman Sheppard testified in support of HB 5827. Amy Zaagman, representing the Michigan Council for Maternal and Child Health, testified in support of HB 5827. The following people submitted a card in support of HB 5827, but did not wish to speak: Sarah Hubbard, representing the Michigan Dental Hygienists' Association. David Newman, representing the Michigan Primary Care Association. Representative Lilly moved to report out HB 5827 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. The Chair laid HR 277 before the committee: HR 277 (Rep. Berman) A resolution discouraging local units of government from defunding or abolishing their local police departments. Questions and discussion was held between committee members. Representative Greig moved to adopt substitute (H-1) to HR 277. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Greig, Rabhi. Nays: Reps. Sheppard, Cole, Lilly. Pass: None. Questions and discussion was held between the committee members. Representative Cole moved to report out HR 277 with recommendation. The motion prevailed 3-1-1: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Rep. Rabhi. Pass: Rep. Greig. There being no further business before the committee, Rep. Jason Sheppard adjourned the meeting at 9:19 AM.
