STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Tuesday, June 23, 2020 8:00 a.m. Room 352, House Appropriations, State Capitol Building The House Committee on Commerce and Tourism was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Marino, Wendzel, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Sowerby, Hope, Manoogian. Absent: Rep. Camilleri. Excused: Rep. Camilleri. Representative Schroeder moved to adopt the meeting minutes from June 17, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4954 and HB 4955 before the committee: HB 4954 (Rep. Marino) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 266. HB 4955 (Rep. Marino) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 262a. Michelle Lang, Chief of Staff for the Michigan Department of Technology and Management and Budget, submitted a card in support of HB 4954 (H-2) and HB 4955 (H-3), but did not wish to speak. Mueller) A bill to amend 1976 PA 331, entitled "Michigan consumer protection act," by amending sections 3, 5, and 11 (MCL 445.903, 445.905, and 445.911), section 3 as amended by 2018 PA 211 and section 5 as amended by 2006 PA 508, and by adding section 3l. The Chair offered the following amendment to HB 5770: 1. Amend page 15, following line 26, by inserting: "Enacting section 1. This amendatory act takes effect April 1, 2021.".' Representative Wakeman moved to adopt the amendment to HB 5770. The motion prevailed 9-1-0: FAVORABLE ROLL CALL Yeas: Reps. Chirkun) A bill to amend 1976 PA 331, entitled "Michigan consumer protection act," by amending section 3 (MCL 445.903), as amended by 2018 PA 211, and by adding section 3l. On March 5, 2020, the committee took testimony on HB 4658. Representative Cambensy moved to adopt the substitute (H-2) to HB 4658. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Sowerby, Hope, Manoogian. Nays: None. Pass: None. Representative Cambensy offered the following amendment to HB 4658 (H-2): 1. Amend page 11, line 13, after "a" by striking out the balance of the line through "verification." on line 16 and inserting "service in which an individual enters into a valid contract that delineates what the individual is permitted to do and requires that information from the individual's state-issued identification be provided, retained, or disseminated, which may include services related to travel, venue access, health status, or age verification.". Representative Cambensy moved to adopt the amendment to HB 4658 (H-2). The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Sowerby, Hope, Manoogian. Nays: None. Pass: None. Amy Drumm, Vice-President of Governmental Affairs for the Michigan Retailers Association (MRA), submitted a card stating they are neutral on HB 4658 (H-2). Representative Cambensy moved to refer HB 4658 to the Committee on Ways and Means as amended, as substitute (H-3). The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Marino, Wendzel, Reilly, Schroeder, Wakeman, Wozniak, Cambensy, Sowerby, Hope, Manoogian. Nays: None. Pass: None. Representative Schroeder moved to excuse Representative Camilleri from the meeting. There being no objection, the motion prevailed by unanimous consent. At 8:17 a.m., the Chair went at ease. At 8:21 a.m., the Commerce Chair called the House Committee on Commerce back to order. The House Committee on Agriculture was called to order by Chair Alexander. The Agriculture Chair requested attendance be called: Present: Reps. Alexander, Mueller, LaFave, Hoitenga, Eisen, Wendzel, Elder, Coleman, Gaza, Witwer. Absent: Rep. Cynthia Johnson. Excused: Rep. Cynthia Johnson. The Agriculture Chair laid the topic of the COVID-19 Impact on Michigan Food and Beverage before the joint committee. Amy Drumm, Vice-President of Governmental Affairs for the Michigan Retailers Association (MRA), and Sean Kennedy, President of Country Market and Polly’s Market, provided testimony on the COVID-19 impact on Michigan’s retailers. Questions and discussion followed. Kelly Turner, Executive Director for the Potato Growers of Michigan, and Kevin Stone, representing Wathers Farms, provided testimony on the COVID-19 impact on Michigan’s potato growers. Questions and discussion followed. Goeff Hansen, Executive Director for the Michigan Greenhouse Growers Council and Chris Schwartz of Schwartz Greenhouse in Romulus, provided testimony on the COVID-19 impact on Michigan’s greenhouses with their sales in the entire country and parts of Canada. Questions and discussion followed. Rebecca Park, Legislative Counsel, and Rob Anderson, Manager of Government Relations Department, for Michigan Farm Bureau provided testimony on the COVID-19 impact on Michigan’s agriculture and food industries. There being no further business before the committee, Representative Wozniak moved to adjourn the committee meeting.
