HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Tuesday, June 23, 2020 3:00 PM Room 352, House Appropriations, State Capitol Building The House Committee on Tax Policy was called to order by Chair Afendoulis. At 3:00 PM, the Chair laid the committee at ease. At 3:01 PM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Cynthia Neeley. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative O'Malley moved to adopt the meeting minutes from June 10, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 935, SB 936 and SB 937 before the committee: SB 935 (Sen. Daley) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 6 (MCL 205.96), as amended by 2014 PA 426, and by adding section 6d. SB 936 (Sen. Runestad) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 6 (MCL 205.56), as amended by 2014 PA 425, and by adding section 6d. SB 937 (Sen. VanderWall) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending sections 703 and 705 (MCL 206.703 and 206.705), section 703 as amended by 2016 PA 158 and section 705 as amended by 2011 PA 192. Senator Runestad testified in support of SB 935, SB 936 and SB 937. Dan Papineau, representing the Michigan Chamber of Commerce, testified in support of SB 935, SB 936 and SB 937. Questions and discussion followed. Jake Schostak, representing the Team Schostak Family Restaurants and the Michigan Restaurant Association, testified in support of SB 935, SB 936 and SB 937. Rachel Richards, representing the Michigan Department of Treasury, testified in opposition to SB 935, SB 936 and SB 937. Questions and discussion followed. The following people submitted a card in support of SB 935, SB 936 and SB 937, but did not wish to speak: Alexa Kramer, representing the Grand Rapids Chamber of Commerce. Mike Johnston, representing the Michigan Manufacturers Association. John McNamara, representing the Michigan Restaurant and Lodging Association. Amy Drumm, representing the Michigan Retailers Association. Representative Steven Johnson moved to refer Senate Bill No. 935 to the Committee on Ways and Means. The motion prevailed 9-3-2: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder. Nays: Reps. Ellison, Lasinski, Cynthia Neeley. Pass: Reps. Yancey, Wittenberg. Representative Webber moved to refer Senate Bill No. 936 to the Committee on Ways and Means. The motion prevailed 9-3-2: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder. Nays: Reps. Ellison, Lasinski, Cynthia Neeley. Pass: Reps. Yancey, Wittenberg. Representative O'Malley moved to refer Senate Bill No. 937 to the Committee on Ways and Means. The motion prevailed 9-3-2: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder. Nays: Reps. Ellison, Lasinski, Cynthia Neeley. Pass: Reps. Yancey, Wittenberg. Representative Afendoulis moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
