CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, October 22, 2025 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Absent: Reps. Whitsett and Neeley. Excused: Reps. Whitsett and Neeley. Representative Tisdel moved to adopt the meeting minutes from September 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4883, HB 4884, HB 4885, and HB 4886 before the committee: HB 4883 (Rep. VanderWall) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 303a and 411 (MCL 339.303a and 339.411), section 303a as amended by 2014 PA 265 and section 411 as amended by 2020 PA 388; and to repeal acts and parts of acts. HB 4884 (Rep. Robinson) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 1a (MCL 205.51a), as amended by 2020 PA 46. HB 4885 (Rep. Witwer) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16807 and 17601 (MCL 333.16807 and 333.17601), section 16807 as added by 2004 PA 97 and section 17601 as amended by 2016 PA 238. HB 4886 (Rep. Schmaltz) A bill to amend 1937 PA 94, entitled "Use tax act," by amending section 2b (MCL 205.92b), as amended by 2020 PA 47. Chair VanderWall testified in support of HB 4883, HB 4884, HB 4885, and HB 4886. Aaron Toth and Terry Ozog, representing the Michigan Hearing Aids Society, testified in opposition to HB 4883, HB 4884, HB 4885, and HB 4886. Questions and discussions followed. HB 4925 (Rep. Phil Green) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 17012 and 17031 (MCL 333.17012 and 333.17031), section 17031 as amended by 2018 PA 463, and by adding section 17012a. Representative Green and Representative Woolford testified in support of HB 4896 and HB 4925. Questions and discussion followed. The Chair laid HB 4790, HB 4791 and HB 4857 before the committee: HB 4790 (Rep. Thompson) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 17033 and 17533 (MCL 333.17033 and 333.17533), as amended by 1994 PA 234. HB 4791 (Rep. Steckloff) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 9135. HB 4857 (Rep. Bruck) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 20981 and 20982 (MCL 333.20981 and 333.20982), section 20981 as amended by 2020 PA 48 and section 20982 as added by 2016 PA 40. Representative Thompson testified in support of the proposed (H-1) substitute for HB 4790. The following people submitted a card in support of HB 4790 and HB 4791, but did not wish to speak: Caleigh Hunt, representing the Michigan Nurses Association. Ashley Christian, representing Henry Ford Health. Stacey Leik, representing the Economic Alliance of Michigan. Representative Thompson moved to adopt substitute (H-1) to HB 4790. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. Representative Thompson moved to report out HB 4790 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. Representative Schmaltz moved to report out HB 4791 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. The following people submitted a card in support of HB 4857, but did not wish to speak: Kate Dorsey, representing the Michigan State Medical Society. Elizabeth Kutter, representing the Michigan Health and Hospital Association. Representative Bohnak moved to report out HB 4857 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Hoskins and Foreman. Nays: None. Pass: None. Representative St. Germaine moved to excuse Representatives Whitsett and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 9:47 AM.
