PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Wednesday, July 15, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was meeting jointly with the Senate Committee on Education and Career Readiness. The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Absent: Rep. Wakeman. Excused: Rep. Wakeman. The Senate Education and Career Readiness Committee was called to order at 10:32 AM. Representative Vaupel moved to adopt the meeting minutes from June 17, 2020. There being no objection, the motion prevailed by unanimous consent. Chair Theis laid the following before the Senate committee: Discussion on the Return to Learn package The Chair laid HB 5910, HB 5911, HB 5912 and HB 5913 before the committee: HB 5910 (Rep. Hornberger) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1231 (MCL 380.1231), as amended by 2020 PA 23, and by adding section 1851b. HB 5911 (Rep. Markkanen) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 21f (MCL 388.1621f), as amended by 2018 PA 265. HB 5912 (Rep. Schroeder) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending section 101 (MCL 388.1701), as amended by 2019 PA 58. HB 5913 (Rep. Glenn) A bill to amend 1979 PA 94, entitled "The state school aid act of 1979," by amending sections 3, 6, 18, 23a, and 104 (MCL 388.1603, 388.1606, 388.1618, 388.1623a, and 388.1704), section 3 as amended by 2017 PA 108, sections 6, 18, and 104 as amended by 2019 PA 58, and section 23a as amended by 2020 PA 22. Representative O'Malley moved to adopt substitute (H-1) to HB 5910. The motion prevailed 13-0-1: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Nays: None. Pass: Rep. Camilleri. Dr. Gwen Reyes, representing the Hurley's Children Clinic and Flint Community Schools Wellness Program, testified with no position on HB 5910, HB 5911, HB 5912 and HB 5913. The following people submitted a card in support of HB 5910, HB 5911, HB 5912 and HB 5913, but due to the time constraints were unable to speak: Beth DeShone, representing the Great Lakes Education Project Minority Vice Chair Camilleri made remarks to the committee. Chair Theis made remarks to the committee. Representative O'Malley moved to excuse Representative Wakeman from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Pamela Hornberger adjourned the meeting at 12:13 PM. At 12:14 PM the Senate Education and Career Readiness Committee adjourned.
