PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, September 1, 2020 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar, Stone. Absent: Rep. O'Malley. Excused: Rep. O'Malley. Representative Wakeman moved to adopt the revised meeting minutes from June 17, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Wakeman moved to adopt the meeting minutes from July 21, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 234 before the committee: HR 234 (Rep. Wakeman) A resolution to memorialize the Congress of the United States to repeal the federal ban on Pell grants for prison-based education. Representative Wakeman testified in support of HR 234. Questions and discussion followed. Dr. Jean Goodnow, representing Delta College, testified in support of HR 234. Questions and discussion followed. Kyle Kaminski, representing the Michigan Department of Corrections, testified in support of HR 234. The following people submitted a card in support of HR 234, but did not wish to speak: Ryan Fewins-Bliss, representing the Michigan College Access Network. Jane Spitzley, representing herself. Dr. Beverly Walker-Griffea, representing Mott Community College. Melissa McKinley, representing Wayne State University. The Chair laid HB 5833 and HB 5834 before the committee: HB 5833 (Rep. Paquette) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1277c. HB 5834 (Rep. Gay-Dagnogo) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1277d. Representative Paquette and Representative Gay-Dagnogo testified in support of HB 5833 and HB 5834. Questions and discussion followed. The following people submitted a card in opposition to HB 5833 and HB 5834, but did not wish to speak: Caroline Liethen, representing the Michigan Department of Education. Jennifer Smith, representing the Michigan Association of School Boards. Representative Wakeman moved to excuse Representative O'Malley from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:28 AM.
