- HOUSE OF REPRESENTATIVES COMMITTEE ON JUDICIARY REP. SARAH LIGHTNER CHAIR COMMITTEE MEETING MINUTES Wednesday, October 22, 2025 10:30 AM Room 521, House Office Building The House Committee on Judiciary was called to order by Chair Lightner. The Chair requested attendance to be called: Present: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Absent: None. Excused: None. Representative BeGole moved to adopt the meeting minutes from September 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4840 before the committee: HB 4840 (Rep. Lightner) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," by amending section 8031 (MCL 600.8031), as amended by 2017 PA 101. The following people submitted a card in support of HB 4840, but did not wish to speak: Trevor VanDyke, representing the State Court Administrative Office. Monica Martinez, representing the Michigan Judges Association. At 10:35 AM, the Chair laid the committee at ease. At 10:39 AM, the Chair called the committee back to order. Representative Lightner moved to report out HB 4840 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lightner, BeGole, Wozniak, Harris, DeBoyer, Johnsen, Schuette, Tyrone Carter, Hope, Breen and Scott. Nays: None. Pass: None. The Chair laid HB 4843 before the committee: HB 4843 (Rep. Mueller) A bill to amend 1931 PA 328, entitled "The Michigan penal code," by amending section 224a (MCL 750.224a), as amended by 2012 PA 122. Representative Mueller testified in support of HB 4843. Questions and discussions followed. Jeff Kirkpatrick, representing the Michigan Court Officers, Deputy Sheriff's Association, testified in support of HB 4843. Questions and discussions followed. Mueller) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16x of chapter XVII (MCL 777.16x), as amended by 2012 PA 323. Representative Mueller, testified in support of HB 5079 and HB 5080. Questions and discussions followed.
