JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 2, 2020 12:15 PM Room 327, House Office Building The House Committee on Elections and Ethics was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent: None. Excused: None. Representative Sheppard moved to adopt the minutes from the June 23rd, 2020 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5880, HB 5881, SB 977 and SB 978 before the committee: HB 5880 (Rep. Wendzel) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2018 PA 603. HB 5881 (Rep. Bollin) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d (MCL 777.11d), as amended by 2018 PA 661. SB 977 (Sen. Daley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2018 PA 603. SB 978 (Sen. Daley) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d (MCL 777.11d), as amended by 2018 PA 661. Representative Bollin testified in support of HB 5880, HB 5881, SB 977 and SB 978. Questions and discussion followed. Representative Wendzel testified in support of HB 5880, HB 5881, SB 977 and SB 978. Senator Daley testified in support of HB 5880, HB 5881, SB 977 and SB 978. Adam Reames, representing the Michigan Department of State, testified in support of HB 5880, HB 5881, SB 977 and SB 978. Chris Swope, representing the Michigan Association of Municipal Clerks, testified with no position on HB 5880 and SB 977. Representative Guerra moved to adopt substitute (H-1) to HB 5880. The motion prevailed 7- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Nays: None. Pass: None. The Chair laid the presentation by local clerks on the Primary Election before the committee: Chris Swope & Pam Smith from the Michigan Association of Municipal Clerks on the Primary Election Sheila Reitz, Buchanan Township Clerk, on the Primary Election Lisa Posthumus-Lyons on the Primary Election There being no further business before the committee, Chair Calley adjourned the meeting at 1:30 PM.
