- HOUSE OF REPRESENTATIVES COMMITTEE ON INSURANCE REP. DAIRE L RENDON CHAIR COMMITTEE MEETING MINUTES Wednesday, September 2, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Insurance was called to order by Chair Rendon. The Clerk read a letter from House Speaker Lee Chatfield appointing Representative Cynthia Neeley to replace Representative Yousef Rabhi on the Insurance Committee. The Chair requested attendance be called: Present: Reps. Rendon, Markkanen, Webber, Vaupel, Bellino, Hoitenga, Berman, Paquette, Wittenberg, Lasinski, Sneller, Brenda Carter, Coleman, Cynthia Neeley. Absent: Reps. Frederick, LaFave, Gay-Dagnogo. Excused: Reps. Frederick, LaFave, Gay-Dagnogo. Representative Wittenberg moved to adopt the meeting minutes from March 5, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6112, HB 6113, HB 6114 and HB 6115 before the committee: HB 6112 (Rep. Brenda Carter) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 4151 and 4153 (MCL 500.4151 and 500.4153), as amended by 2012 PA 544. HB 6113 (Rep. Berman) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 4155 and 4158 (MCL 500.4155 and 500.4158), section 4155 as amended by 2012 PA 544 and section 4158 as added by 2012 PA 544. HB 6114 (Rep. Markkanen) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending sections 4159 and 4160 (MCL 500.4159 and 500.4160), as added by 2012 PA 544. HB 6115 (Rep. Rendon) A bill to amend 1956 PA 218, entitled "The insurance code of 1956," by amending section 4165 (MCL 500.4165), as amended by 2012 PA 544, and by adding section 4166. Karin Gyger and Renee Campbell, representing the Michigan Department of Insurance and Financial Services, testified in support of HB 6112, HB 6113, HB 6114 and HB 6115. Questions and discussion followed. Frank Venuto, representing the American Council of Life Insurers, testified in support of HB 6112, HB 6113, HB 6114 and HB 6115. Marcia Hune and David Zyble, representing the Life Insurance Association of Michigan, testified in support of HB 6112, HB 6113, HB 6114 and HB 6115. Questions and discussion followed. The following people submitted a card in support of HB 6112, HB 6113, HB 6114 and HB 6115, but did not wish to speak: Ken Ross, representing John Hancock Financial. Liz Pujolas, representing the Insured Retirement Institute. Bob Stefanski, representing AIG. Barbara Janowski, representing the Gleaner Life Insurance Society. David Zyble, representing Jackson National Life. Representative Wittenberg moved to excuse Representatives Frederick, LaFave and Gay- Dagnogo from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Daire Rendon adjourned the meeting at 10:51 AM.
