- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMUNICATIONS AND TECHNOLOGY REP. MICHELE HOITENGA CHAIR COMMITTEE MEETING MINUTES Wednesday, September 9, 2020 10:00 AM Room 327, House Office Building The House Committee on Communications and Technology was called to order by Chair Hoitenga. The Chair requested attendance be called: Present: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman, Chirkun. Absent: None. Excused: None. Representative Steven Johnson moved to adopt the meeting minutes from May 28, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4288 before the committee: HB 4288 (Rep. Hoitenga) A bill to prescribe the powers and duties of certain state governmental officers and entities; to create a statewide broadband service grant program; and to establish a process for the application and awarding of grant funds. Tom Frazier, representing the MI Townships Association, testified in opposition to HB 4288. Questions and discussion followed. Representative Steven Johnson moved to adopt substitute (H-1) to HB 4288. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman, Chirkun. Nays: None. Pass: None. The Chair laid HR 283 before the committee: HR 283 (Rep. Hoitenga) A resolution to urge the Congress of the United States to allocate funding for states that have established broadband expansion block grant programs. Chair Hoitenga testified in support of HR 283. The following people submitted a card in support of HB 4288, but did not wish to speak: Jennifer Greenburg, representing the Telecom Association of Michigan.. Mike Hansen, representing the Michigan Community College Association.. Mike Schucte, representing the Communication Workers of America..
