- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, October 22, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, McFall, Scott, Weiss, Arbit, Foreman and Wooden. Absent: Reps. Wortz and Myers-Phillips. Excused: Reps. Wortz and Myers-Phillips. Representative Prestin moved to adopt the meeting minutes from October 01, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4314 before the committee: HB 4314 (Rep. St. Germaine) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 32512 (MCL 324.32512), as amended by 2012 PA 247. Representative St. Germaine testified in support of HB 4314. Questions and discussions followed. John Caron, representing Macomb County Public Works, testified in support of HB 4314. Questions and discussions followed. Steven Dobreff, representing the Freedom Boat Club, testified in support of HB 4314. Questions and discussions followed. Mike Gutow, representing Save Lake St. Clair, testified in support of HB 4314. Questions and discussions followed. Dylan Gebhard and Jerrod Sanders, representing the Michigan Department of Environment, Great Lakes, and Energy, testified in opposition to HB 4314. Questions and discussions followed. The following people submitted a card in support of HB 4314, but did not wish to speak: Robert Voakes. Karen Pelham, a resident of St. Clair Shores. The Chair laid a presentation from the Michigan Trails and Greenways Alliance before the committee. Andrea LaFontaine, representing the Michigan Trails and Greenways Alliance, gave a presentation about the Michigan trailway system. Questions and discussions followed. Representative Outman moved to excuse Representatives Wortz and Myers-Phillips from the meeting. There being no objection the motion prevailed by unanimous consent.
