HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 9, 2020 12:00 PM Room 327, House Office Building The House Committee on Elections and Ethics was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Paquette, Guerra, Hope. Absent: Rep. Marino. Excused: Rep. Marino. Representative Sheppard moved to adopt the minutes from the September 2nd, 2020 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5880, HB 5881, SB 977 and SB 978 before the committee: HB 5880 (Rep. Wendzel) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2018 PA 603. HB 5881 (Rep. Bollin) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d (MCL 777.11d), as amended by 2018 PA 661. SB 977 (Sen. Daley) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 759 (MCL 168.759), as amended by 2018 PA 603. SB 978 (Sen. Daley) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 11d (MCL 777.11d), as amended by 2018 PA 661. Marino) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 33a. HB 6181 (Rep. Sabo) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 16 (MCL 169.216), as amended by 2017 PA 184. HB 6180 (Rep. Liberati) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending section 8 (MCL 4.418), as amended by 1994 PA 412. Representative Hall testified in support of HB 6177, HB 6178, HB 6179, HB 6181 and HB 6180. Questions and discussion followed. Representative Sabo testified in support of HB 6181. The following people submitted a card in support of HB 6177, HB 6178, HB 6179, HB 6181 and HB 6180, but did not wish to speak: Adam Reames, representing the Michigan Department of State. Representative Paquette moved to excuse Representative Marino from the meeting. There being no objection the motion prevailed by unanimous consent.
