- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, September 9, 2020 8:30 AM Room 308, House Office Building The House Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent: None. Excused: None. Representative Cole moved to adopt the meeting minutes from June 24, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HR 302 before the committee: HR 302 (Rep. Reilly) A resolution to declare September 24, 2020, as a Day of Prayer, Fasting, and Humiliation in the state of Michigan. Representative Reilly testified in support of his resolution. Questions and discussion followed. Tom Hickson, representing the Michigan Catholic Conference, submitted a card in support of the resolution, but did not wish to speak. Representative Lilly moved to report out HR 302 with recommendation. The motion prevailed 4-0-1: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig. Nays: None. Pass: Rep. Rabhi. The Chair laid HB 6162 and HB 4993 before the committee: HB 6162 (Rep. Tate) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding section 260. HB 4993 (Rep. Berman) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding section 261. Representative Lilly moved to adopt substitute (H-1) to HB 4993. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. Representative Berman and Representative Tate testified in support of their bills. Questions and discussion followed. The following person submitted a card in support of HB 6162, but did not wish to speak: Tom Hickson, representing the Michigan Catholic Conference.
