KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Thursday, September 10, 2020 8:15 a.m. Room 521, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Farrington, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent: Rep. Hoitenga. Excused: Rep. Hoitenga. Representative Rendon moved to adopt the meeting minutes from September 2, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5975, HB 5976 and HB 5977 before the committee: HB 5975 (Rep. O'Malley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6, and by adding section 4b. HB 5976 (Rep. Wendzel) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 4c. HB 5977 (Rep. Markkanen) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 2 (MCL 722.112), as amended by 2017 PA 257. Representative Jack O'Malley, bill sponsor, testified on HB 5975 and HB 5976, and Representative Gregory Markkanen, bill sponsor, testified on HB 5977. Questions and discussion followed. Laurie Fletcher, representing the Fletcher Home Childcare, testified and submitted written testimony in support of HB 5975, HB 5976 and HB 5977. Questions followed. Jaern Culina, representing the Talent 2025, testified in support of HB 5975, HB 5976 and HB 5977. Questions followed. Kristie Sieloff, representing the Traverse Connect Northern Michigan Chamber Alliance, testified in support of HB 5975, HB 5976 and HB 5977. Questions followed. Marnie Triemstra, representing the Michigan Department of Licensing and Regulatory Affairs, submitted a card and written testimony in opposition to HB 5975, HB 5976 and HB 5977, but did not wish to speak. Alex Rossman, representing the Michigan League for Public Policy, submitted a card in opposition to HB 5975, HB 5976 and HB 5977, but did not wish to speak. The following individuals submitted written testimony in support of HB 5975, HB 5976 and HB 5977, but did not wish to speak: Ruth TerAvest, owner and representing the Bunny Patch Day Care; Heather Marlett, owner and representing the Ms. Heather's Friends; and Shela Jones, owner and director of the Little House. Representative Farrington moved to excuse Representative Hoitenga from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee. Representative Farrington moved to adjourned.
