- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES Thursday, October 23, 2025 10:30 AM Room 308, House Office Building The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Lightner, Alexander, Fox, Kunse, Paiz, Dievendorf, Rheingans and Skaggs. Absent: Reps. Wortz and Pavlov. Excused: Reps. Wortz and Pavlov. Representative Kunse moved to adopt the meeting minutes from July 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4881 and HB 4882 before the committee: HB 4881 (Rep. Neyer) A bill to amend 2000 PA 92, entitled "Food law," by amending section 4105 (MCL 289.4105), as amended by 2016 PA 188. HB 4882 (Rep. Neyer) A bill to repeal 1964 PA 158, entitled "An act to provide for the licensing of wholesale potato dealers; to prescribe certain powers and duties for certain state agencies; to require certain types of financial security for certain persons under certain circumstances, and to prescribe the procedure for its enforcement; to provide remedies and penalties for violations of the act; and to repeal certain acts and parts of acts," (MCL 290.451 to 290.466). At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, Representative Lightner called the committee back to order. Representative Neyer testified in support of HB 4881 and HB 4882. Questions and discussions followed. At 10:40 AM, Representative Lightner laid the committee at ease. At 10:41 AM, the Chair called the committee back to order. Kelly Turner, representing the Potato Growers of Michigan, testified in support of HB 4881 and HB 4882. The following people submitted a card in support of HB 4881 and HB 4882, but did not wish to speak: Mikaylah Heffernan, representing the Michigan Department of Agriculture and Rural Development. Tim Goldings & Sonny Koch, representing Americans for Prosperity-Michigan. Representative Alexander moved to excuse Representatives Wortz and Pavlov from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Neyer adjourned the meeting at 10:46 AM.
