KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Tuesday, September 15, 2020 12:00 p.m. Room 521, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Farrington, Hoitenga, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia Johnson. Absent: None. Excused: None. Representative Rendon moved to adopt the meeting minutes from September 10, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6124 before the committee: HB 6124 (Rep. Hall) A bill to amend 1981 PA 180, entitled "Older Michiganians act," (MCL 400.581 to 400.594) by adding section 6l. Representative Matt Hall, bill sponsor, testified on HB 6124. Questions and discussion followed. Dr. Alexis Travis, representing the Michigan Department of Health and Human Services, Aging and Adult Services Agency, testified in support of HB 6124. Questions followed. David LaLumia, Executive Director for the Area Agencies on Aging Association of Michigan, testified in support of HB 6124, and submitted written testimony. Questions and discussion followed. Melissa Seifort, representing AARP of Michigan, submitted a card in support of HB 6124, but did not wish to speak. The Chair laid HB 5836 before the committee: HB 5836 (Rep. Crawford) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1705. The Chair, bill sponsor, explained the substitute (H-3). Representative Rendon moved to adopt substitute (H-3) to HB 5836. The motion prevailed 9- 0-0: FAVORABLE ROLL CALL Yeas: Reps. The following individuals submitted a card in opposition to HB 5836, but did not wish to speak: Dr. Casey Jean Stauch, AUD, representing the Michigan Audiology Coalition; Shon Halocka, representing himself; and Dr. Erica Bennet, representing the Michigan Audiology Coalition. Dr. Scott M. Koenigsknecht, Deputy Superintendent of the P-20 System and Student Transitions in the Michigan Department of Education, submitted a card with no position and with written testimony, but did not wish to speak. O'Malley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6, and by adding section 4b. HB 5976 (Rep. Wendzel) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 4c. HB 5977 (Rep. Markkanen) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 2 (MCL 722.112), as amended by 2017 PA 257. Rep. O'Malley, bill sponsor, explained HB 5975 (H-1) and HB 5976 (H-1). Questions followed. Todd Tennis, representing State Alliance of Michigan YMCA's, submitted a card in support of HB 5977, and neutral on HB 5975 and HB 5976, but did not wish to speak. Marnie Trienistra, Deputy Director of LARA Office of Policy and Legislative Affairs submitted a card in opposition to HB 5975 and HB 5976, but did not wish to speak. Representative Wozniak moved to adopt substitute (H-1) to HB 5975. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps.
