GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, September 15, 2020 3:00 PM Room 519, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent: None. Excused: None. Representative Wakeman moved to adopt the minutes from the June 24th, 2020 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5132 before the committee: HB 5132 (Rep. Albert) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 48703 and 48711 (MCL 324.48703 and 324.48711), as amended by 2018 PA 529, and by adding section 48703b. Representative Eisen moved to adopt substitute (H-2) to HB 5132. The motion prevailed 9-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Nays: None. Pass: None. Representative Albert testified in support of HB 5132. Craig Brunet, representing the Michigan Department of Natural Resources, testified in opposition to HB 5132. Representative Eisen moved to refer House Bill No. 5132 to the Committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 7-2-0: FAVORABLE ROLL CALL Yeas: Reps. Alexander) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 48729 (MCL 324.48729), as amended by 2018 PA 643. Representative Griffin testified in support of HB 5762. Mandy Sheposh and Rami Haddad, representing Johnson Controls, Inc., testified in support of HB 5762. Questions and discussion followed. Travis Boeskool and Amy Epkey, representing the Michigan Department of Environment, Great Lakes & Energy, testified with a neutral position on HB 5762. Questions and discussion followed.
