- HOUSE OF REPRESENTATIVES COMMITTEE ON COMMUNICATIONS AND TECHNOLOGY REP. MICHELE HOITENGA CHAIR COMMITTEE MEETING MINUTES Wednesday, September 16, 2020 9:00 AM Room 521, House Office Building The House Committee on Communications and Technology was called to order by Chair Hoitenga. The Chair requested attendance be called: Present: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman, Chirkun. Absent: None. Excused: None. Representative Coleman moved to adopt the minutes from the September 9th, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4288 before the committee: HB 4288 (Rep. Hoitenga) A bill to prescribe the powers and duties of certain state governmental officers and entities; to create a statewide broadband service grant program; and to establish a process for the application and awarding of grant funds. Representative Wozniak moved to adopt substitute (H-2) to HB 4288. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hoitenga, Steven Johnson, Wozniak, Coleman, Chirkun. Nays: None. Pass: None. Representative Coleman moved to refer House Bill No. 4288 to the Committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 4-1-0: FAVORABLE ROLL CALL Yeas: Reps. Hoitenga, Wozniak, Coleman, Chirkun. Nays: Rep. Steven Johnson. Pass: None. The Chair laid HR 283 before the committee: HR 283 (Rep. Hoitenga) A resolution to urge the Congress of the United States to allocate funding for states that have established broadband expansion block grant programs. Representative Wozniak moved to report out HR 283 with recommendation. The motion prevailed 4-1-0: FAVORABLE ROLL CALL Yeas: Reps. Hoitenga, Wozniak, Coleman, Chirkun. Nays: Rep. Steven Johnson. Pass: None. The following people submitted a card in support of HB 4288 (H-2), but did not wish to speak: Bree Anderson, representing the Michigan Department of Technology Management and Budget. Gavin Goetz, representing the AT&T Michigan. The following people submitted a card in opposition to HB 4288 (H-2), but did not wish to speak: Meghann Keit, representing the Michigan Association of Counties. Tom Frazier, representing the Michigan Townships Association. There being no further business before the committee, Rep. Michele Hoitenga adjourned the meeting at 9:07 AM.
