- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, October 23, 2025 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative Harris moved to adopt the meeting minutes from September 18, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4913, HB 4914, HB 4915, HB 4927 and HB 4933 before the committee: HB 4913 (Rep. Bohnak) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 2004 (MCL 339.2004), as amended by 2016 PA 435. HB 4914 (Rep. Outman) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 2010 (MCL 339.2010), as amended by 1992 PA 103. HB 4915 (Rep. Maddock) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 16149. HB 4927 (Rep. Fairbairn) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 1108 and 1110 (MCL 339.1108 and 339.1110), section 1108 as amended by 2021 PA 101 and section 1110 as amended by 2020 PA 27. HB 4933 (Rep. Steele) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 303a and 411 (MCL 339.303a and 339.411), section 303a as amended by 2014 PA 265 and section 411 as amended by 2020 PA 388; and to repeal acts and parts of acts. Representative Outman and Representative Bohnak testified in support of HB 4913 and HB 4914. Questions and discussions followed. Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs, approached to answer questions from committee members on HB 4913 and HB 4914. Questions and discussions followed. Thomas Reder, representing the American Institute of Architects of Michigan, testified in opposition to HB 4913 and HB 4914. Ron Brenke, representing the American Council of Engineering Companies, testified in opposition to HB 4913 and HB 4914. Questions and discussions followed. The following person submitted a card in support of HB 4913 and HB 4914, but did not wish to speak: Jarrett Skourp, representing the Mackinac Center for Public Policy. Representative Maddock, joined by Kurt Miceli and Dr. Aida Cerundolo, representing Do No Harm, testified in support of HB 4915. Questions and discussions followed. The following people submitted a card in opposition to HB 4915, but did not wish to speak: Danielle Atkinson, representing Mothering Justice. Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Representative Fairbairn, joined by Lauren Moser and Rodrick Samuels, Michigan Barber’s, testified in support of HB 4927. Questions and discussions followed. The following people submitted a card in support of HB 4927, but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs.
