PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Wednesday, September 16, 2020 10:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar. Absent: Rep. Stone. Excused: Rep. Stone. Representative O'Malley moved to adopt the meeting minutes from September 1, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6171 and HB 6172 before the committee: HB 6171 (Rep. VanSingel) Higher education; tuition; tuition grants; modify. HB 6172 (Rep. Anthony) Higher education; financial aid; state competitive scholarships; modify. Representatives VanSingel and Anthony introduced the bills. The following person submitted a card in support of HB 6172, but did not wish to speak: Dan Hurley, representing the CEO-Michigan Association of State Universities. The following person submitted a card in opposition to HB 6172, but did not wish to speak: Jane Spitzley. The following person submitted a card in support of HB 6171, but did not wish to speak: Jane Spitzley. Representative Fredrick and Howard Hipes, representing Bricklayers and Allied Craftworkers Local 2, testified on the bill. William Miller, representing the Operating Engineers Local 324, testified in support of HB 4174. The following people submitted a card in support of HB 4174, but did not wish to speak: Jane Spitzley. At 10:47 AM, the Chair laid the committee at ease. At 10:56 AM, the Chair called the committee back to order. The Chair laid HR 234 before the committee: HR 234 (Rep. Wakeman) A resolution to memorialize the Congress of the United States to repeal the federal ban on Pell grants for prison-based education. Representative O'Malley moved to adopt substitute (H-2) to HR 234. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar. Nays: None. Pass: None. Representative Wakeman moved to report out HR 234 with recommendation, as substitute (H-2). The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Brenda Carter, Tyrone Carter, Koleszar. Nays: None. Pass: None. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 10:58 AM.
