HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, September 16, 2020 2:16 PM Room 308, House Office Building The House Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent: None. Excused: None. Representative Cole moved to adopt the meeting minutes from September 9, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5981 before the committee: HB 5981 (Rep. Glenn) A bill to create the office of the state employee ombudsman; to provide a process for investigating and evaluating reports of suspected violations of law, conduct or decisions that may endanger public health or safety, and gross mismanagement of public funds; to prescribe the powers and duties of the office, the ombudsman, the legislative council, and certain other state agencies and officials; and to prescribe penalties and provide remedies. Representative Glenn introduced the bill. Questions and discussion followed. Representative Lilly moved to report out HB 5981 with recommendation. The motion prevailed 5-0-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None. The Chair laid HB 6100 before the committee: HB 6100 (Rep. Slagh) A bill to amend 2016 PA 235, entitled "Public threat alert system act," by amending sections 2 and 3 (MCL 28.672 and 28.673). Representative Slagh introduced the bill. Questions and discussion followed. Representative Cole moved to report out HB 6100 with recommendation. The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Reps. Greig, Rabhi. Pass: None. There being no further business before the committee, Rep. Jason Sheppard adjourned the meeting at 2:31 PM.
