- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 23, 2020 11:45 AM Room 519, House Office Building The House Committee on Elections and Ethics was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent: None. Excused: None. Representative Guerra moved to adopt the meeting minutes from September 22, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 757 before the committee: SB 757 (Sen. Ruth Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 765, 765a, and 765b (MCL 168.765, 168.765a, and 168.765b), sections 765 and 765a as amended by 2020 PA 95, section 765b as added by 2018 PA 127, and by adding sections 14b and 24k. Representative Guerra offered the following amendment to SB 757: 1. Amend page 5, line 6, after "township" by striking out "with a population of at least 25,000". Representative Guerra moved to adopt the amendment to SB 757. The motion did not prevail 2-5-0: UNFAVORABLE ROLL CALL Yeas: Reps. Guerra, Hope. Nays: Reps. Calley, Sheppard, Hornberger, Marino, Paquette. Pass: None. Representative Sheppard moved to adopt substitute (H-2) to SB 757. The motion prevailed 5- 0-2: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Hornberger, Marino, Paquette. Nays: None. Pass: Reps. Guerra, Hope. Representative Sheppard moved to refer Senate Bill No. 757 to the Committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 4-1-2: FAVORABLE ROLL CALL Yeas: Reps. Calley, Sheppard, Marino, Paquette. Nays: Rep. Hornberger. Pass: Reps. Guerra, Hope. There being no further business before the committee, Rep. Julie Calley adjourned the meeting at 11:53 AM.
