BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, October 23, 2025 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer, Liberati and Herzberg. Absent: Rep. Posthumus. Excused: Rep. Posthumus. Representative Martin moved to adopt the meeting minutes from October 16, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4930 before the committee: HB 4930 (Rep. Mueller) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16177 (MCL 333.16177), as amended by 2006 PA 481. Representative Mueller testified in support of HB 4930. Questions and discussions followed. The Chair laid HB 4929 before the committee: HB 4929 (Rep. Pavlov) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16201 (MCL 333.16201), as amended by 2019 PA 96, and by adding section 16202. Representative Pavlov testified in support of HB 4929. Questions and discussions followed. The Chair laid HB 4221 before the committee: HB 4221 (Rep. Pohutsky) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16287 and 18811 (MCL 333.16287 and 333.18811), section 16287 as amended by 2017 PA 22 and section 18811 as amended by 2006 PA 406. VanderWall) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 309 (MCL 257.309), as amended by 2022 PA 45, and by adding section 309a. Representative DeBoer moved to adopt substitute (H-1) to HB 4306. The motion prevailed 6-0-2: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer and Liberati. Nays: None. Pass: Reps. Witwer and Herzberg. Representative DeBoer moved to report out HB 4306 with recommendation, as substitute (H-1). The motion prevailed 5-0-3: FAVORABLE ROLL CALL Yeas: Reps. VanderWall) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 5431 and 5432 (MCL 333.5431 and 333.5432), section 5431 as amended by 2002 PA 691 and section 5432 as added by 2006 PA 31, and by adding section 5143. Representative Martin moved to report out HB 4402 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer, Liberati and Herzberg. Nays: None. Pass: None. Representative Wendzel moved to excuse Representative Posthumus from the meeting. There being no objection, the motion prevailed by unanimous consent. There being no further business before the committee, Chair Schuette adjourned the meeting at 11:04 AM.
