HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, November 5, 2020 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Health Policy was called to order by Chair Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent: Reps. Hornberger, Garrett. Excused: Reps. Hornberger, Garrett. Representative Frederick moved to adopt the meeting minutes from October 13, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Liberati moved to excuse Representatives Hornberger and Garrett from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 5615 before the committee: HB 5615 (Rep. Green) A bill to amend 1974 PA 258, entitled "Mental health code," by amending sections 134, 147, and 720 (MCL 330.1134, 330.1147, and 330.1720), section 134 as amended by 2015 PA 59, section 147 as amended by 2006 PA 27, and section 720 as added by 1995 PA 290. Representative Green testified in support of HB 5615. Questions and discussion followed. Mark Reinstein, representing the himself as the retired CEO of the Mental Health Association of Michigan, testified in support of HB 5615. Questions and discussion followed. The following people submitted a card in support of HB 5615, but did not wish to speak: Mark McWilliams, representing the Disability Rights Michigan. Marianne Huff, representing the Mental Health Association of Michigan. Norman DeLisle, representing himself. Bob Kosowski, representing the Michigan Psychiatric Society. The Chair laid HB 6188 and HB 6189 before the committee: HB 6188 (Rep. Whiteford) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 165 (MCL 330.1165), as added by 2020 PA 12. HB 6189 (Rep. Whiteford) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 151 (MCL 330.1151), as added by 2018 PA 658. Representative Whiteford testified in support of HB 6188 and HB 6189. Questions and discussion followed. The following people submitted a card in support of HB 6188 and HB 6189, but did not wish to speak: Bob Kosowski, representing the Michigan Psychiatric Society. The Chair laid HB 6314 before the committee: HB 6314 (Rep. Frederick) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 2253 and 2453 (MCL 333.2253 and 333.2453), section 2253 as amended by 2006 PA 157, and by adding sections 2453a and 5116. Representative Frederick testified in support of HB 6314. Questions and discussion followed. The following people submitted a card in opposition to HB 6314, but did not wish to speak: Emily Schwarzkopf, representing the Michigan Department of Health and Human Services.
