HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Thursday, November 5, 2020 8:30 AM Room 519, House Office Building The House Committee on Ways and Means was called to order by Majority Vice Chair Lilly. The Majority Vice Chair requested attendance be called: Present: Reps. Lilly, Leutheuser, Griffin, Hauck, Kahle, Meerman, Warren, Hertel, Bolden. Absent: Reps. Iden, Byrd. Excused: Reps. Iden, Byrd. Representative Leutheuser moved to adopt the meeting minutes from October 13, 2020. There being no objection, the motion prevailed by unanimous consent. Representative Leutheuser moved to excuse Representatives Iden, and Byrd from the meeting. There being no objection the motion prevailed by unanimous consent. The Majority Vice Chair laid HB 5975, HB 5976 and HB 5977 before the committee: HB 5975 (Rep. O'Malley) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6, and by adding section 4b. HB 5976 (Rep. Wendzel) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," (MCL 722.111 to 722.128) by adding section 4c. HB 5977 (Rep. Markkanen) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 2 (MCL 722.112), as amended by 2017 PA 257. Representative O'Malley testified in support of HB 5975, HB 5976 and HB 5977. Questions and discussion followed. Marnie Triemstra, representing the Michigan Department of Licensing and Regulatory Affairs, testified in opposition to HB 5975 (H-1), HB 5976 (H-1). Questions and discussion followed. The Majority Vice Chair laid HB 5836 before the committee: HB 5836 (Rep. Crawford) A bill to amend 1976 PA 451, entitled "The revised school code," (MCL 380.1 to 380.1852) by adding section 1705. Representative Crawford testified in support of HB 5836. The Majority Vice Chair returned to HB 6315. Representative Lilly offered the following amendments to HB 6315: 1. Amend page 1, line 1, after "in" by striking out "subsection" and inserting "subsections". 2. Amend page 1, line 2, after "(4)" by inserting "and (5)". 3. Amend page 3, following line 11, by inserting: "(5) In an emergency order issued under this section, the director shall not prohibit the gathering of persons at a convention facility. However, the director may limit the occupancy at a convention facility to 20 persons per 1,000 square feet. As used in this subsection, "convention facility" means that term as defined in section 3 of the state convention facility development act, 1985 PA 106, MCL 207.623.". Representative Lilly spoke to his amendments. Representative Lilly moved to adopt the amendments to HB 6315. The motion prevailed 6-3- 0: FAVORABLE ROLL CALL Yeas: Reps.
