- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Tuesday, November 10, 2020 8:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Tax Policy was called to order by Chair Afendoulis. At 8:32 AM, the Chair laid the committee at ease. At 8:35 AM, the Chair called the committee back to order. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, Steven Johnson, Hall, O'Malley, Schroeder, Yancey, Ellison, Lasinski, Whitsett. Absent: Reps. Wittenberg, Cynthia Neeley. Excused: Reps. Wittenberg, Cynthia Neeley. Representative Lower moved to adopt the meeting minutes from September 22, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 970 before the committee: SB 970 (Sen. Runestad) A bill to amend 1993 PA 327, entitled "Tobacco products tax act," by amending sections 2 and 11 (MCL 205.422 and 205.431), section 2 as amended by 2012 PA 188 and section 11 as amended by 2016 PA 86. Senator Runestad testified in support of SB 970. The Chair laid HB 6284, HB 6285, HB 6286, HB 6196 and HB 6197 before the committee: HB 6284 (Rep. Huizenga) A bill to amend 1893 PA 206, entitled "The general property tax act," (MCL 211.1 to 211.155) by adding section 9p. HB 6285 (Rep. Warren) A bill to amend 1933 PA 167, entitled "General sales tax act," (MCL 205.51 to 205.78) by adding section 4hh. HB 6286 (Rep. Filler) A bill to amend 1937 PA 94, entitled "Use tax act," (MCL 205.91 to 205.111) by adding section 4hh. HB 6196 (Rep. Sheppard) A bill to amend 1933 PA 167, entitled "General sales tax act," (MCL 205.51 to 205.78) by adding section 4gg. HB 6197 (Rep. Tate) A bill to amend 1937 PA 94, entitled "Use tax act," (MCL 205.91 to 205.111) by adding section 4gg. Representative Huizenga testified in support of HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Questions and discussion followed. Chris Hackbarth, representing the Michigan Municipal League, testified in opposition to HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Judy Allen, representing the Michigan Townships Association, testified in opposition to HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Jennifer Smith, representing the Michigan Association of School Boards, testified in opposition to HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Brian Calley, representing the Small Business Association, testified in support of HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Dan Papineau, representing the Michigan Chamber of Commerce, testified in support of HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. John VanFossen, representing Meijer, testified in support of HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198. Questions and discussion followed. The following people submitted a card in opposition to HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198, but due to the time constraints were unable to speak: Paul Connors and Dave Matelski, representing the Michigan Department of Treasury. The following people submitted a card in support of HB 6284, HB 6285 and HB 6286, but did not wish to speak: Nick Capone, representing the Representative Graham Filler. The following people submitted a card in support of HB 6196, HB 6197 and HB 6198, but did not wish to speak: Matt Patton, representing the Detroit Regional Chamber of Commerce. The following people submitted a card in support of HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198, but did not wish to speak: Alexa Kramer, representing the Grand Rapids Chamber of Commerce. Steve Japinga, representing the Lansing Regional Chamber of Commerce. Amy Drumm, representing the Michigan Retailers Association. The following people submitted a card in opposition to HB 6284, HB 6285, HB 6286, HB 6196, HB 6197 and HB 6198, but did not wish to speak: Deena Bosworth, representing the Michigan Association of Counties. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. The Chair returned to SB 970. Paul Weisberger, representing Wild Bill Tobacco, testified in support of SB 970. Mark Triplett, representing the Cigar Association of America, testified in opposition to SB 970. Paul Connors and Saul Gaglio, representing the Michigan Dept of Treasury, testified in support of SB 970. Representative Yancey moved to excuse Representatives Wittenberg and Cynthia Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
