HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, October 28, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Outman moved to adopt the meeting minutes from October 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HR 196 before the committee: HR 196 (Rep. Fox) A resolution to demand that the Michigan Secretary of State comply with the United States Department of Justice’s request for an unredacted copy of Michigan’s computerized statewide voter registration list, as required by section 303 of the Civil Rights Act of 1960 and section 8(i)(1) of the National Voter Registration Act of 1993, to the full extent permitted by law. Representative Fox testified in support of HR 196. Questions and discussions followed. The following people submitted a card in support of HR 196, but did not wish to speak: Sheree Ritchie, representing Pure Integrity Michigan Elections. Sandra Carolan, representing Citizens for Transparency. Michele Pfister. The following person submitted a card in opposition to HR 196, but did not wish to speak: Kay Perry. Representative Hoadley moved to report out HR 196 with recommendation. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley and Pavlov. Nays: Reps. Wooden, Koleszar and Xiong. Pass: None. The Chair laid HB 4588 before the committee: HB 4588 (Rep. Woolford) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 303, 697, and 699 (MCL 168.303, 168.697, and 168.699), section 303 as amended by 2018 PA 650, section 697 as amended by 2018 PA 226, and section 699 as amended by 2012 PA 523. Representative Fox moved to adopt substitute (H-1) to HB 4588. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley and Pavlov. Nays: Reps. Wooden, Koleszar and Xiong. Pass: None. Representative Hoadley moved to report out HB 4588 with recommendation, as substitute (H-1). The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley and Pavlov. Nays: Reps. Wooden, Koleszar and Xiong. Pass: None. The following person submitted a card wishing to speak in opposition to HB 4588, but due to the time constraints were unable to speak: Katie Cavanaugh, representing the Okemos Public Schools Board of Education. The following people submitted a card in support of HB 4588, but did not wish to speak: Sheree Ritchie, representing Pure Integrity Michigan Elections The following people submitted a card in opposition to HB 4588, but did not wish to speak: Matt Schueller, representing the Michigan Association of Superintendents and Administrators Bill Zaagman, representing the Michigan Association of Municipal Clerks Annie Moriaweck, representing the Calhoun Intermediate School District The Chair laid HB 4861 before the committee: HB 4861 (Rep. Outman) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 558 (MCL 168.558), as amended by 2021 PA 158. Representative Fox moved to adopt substitute (H-1) to HB 4861. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Nays: None. Pass: None. At 9:20 AM, the Chair laid the committee at ease. At 9:21 AM, the Chair called the committee back to order. Representative Hoadley moved to report out HB 4861 with recommendation, as substitute (H-1). The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps.
