PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, December 1, 2020 9:30 AM Room 352, House Appropriations, State Capitol Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Tyrone Carter, Koleszar. Absent: Reps. Brenda Carter, Stone. Excused: Reps. Brenda Carter, Stone. Representative O'Malley moved to adopt the meeting minutes from September 24, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 910 before the committee: SB 910 (Sen. Victory) A bill to amend 1978 PA 90, entitled "Youth employment standards act," by amending sections 5 and 6 (MCL 409.105 and 409.106). Steven Gilbert, representing Senator Victory's office, testified in support of SB 910. Representative Paquette moved to refer Senate Bill No. 910 to the Committee on Ways and Means. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, Tyrone Carter, Koleszar. Nays: None. Pass: None. The following people submitted a card in support of SB 910, but did not wish to speak: Chris Glass, representing West Michigan Talent Triangle. Jeff Cobb, representing the Michigan Association of School Boards. Bod Kefgen, representing the Michigan Association of Secondary School Principals. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. The Chair laid HB 4342 before the committee: HB 4342 (Rep. Paquette) A bill to amend 1976 PA 451, entitled "The revised school code," by amending section 1233 (MCL 380.1233), as amended by 2018 PA 418. HB 4342 was previously amended on June 11, 2019. Representative Paquette explained the proposed substitute (H-3) to HB 4342. Representative Paquette moved to adopt substitute (H-3) to HB 4342. The motion prevailed 11-2-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Koleszar. Nays: Reps. Sowerby, Tyrone Carter. Pass: None. Peter Spadafore, representing the Michigan Association of Superintendents, testified in support of HB 4342 as substitute (H-3). Representative O'Malley moved to refer House Bill No. 4342 to the Committee on Ways and Means, with recommendation as substitute (H-3). The motion prevailed 9-4-0: FAVORABLE ROLL CALL Yeas: Reps. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Pamela Hornberger adjourned the meeting at 9:49 AM.
