- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, December 2, 2020 8:15 AM Room 521, House Office Building The House Committee on Government Operations was called to order by Chair Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent: None. Excused: None. Representative Lilly moved to adopt the meeting minutes from December 1, 2020. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6465 before the committee: HB 6465 (Rep. Sheppard) A bill to amend 2018 PA 365, entitled "Small wireless communications facilities deployment act," by amending sections 3 and 5 (MCL 460.1303 and 460.1305). Gavin Goetz, representing AT&T Michigan, joined by Melia Carter and Del Chenault, both representing Verizon, testified in support of HB 6465. Questions and discussion followed. Ed Noyola, representing the Michigan County Road Association, testified in opposition to HB 6465. Questions and discussion followed. The following people submitted a card with a neutral position on HB 6465, but did not wish to speak: Troy Hagon, representing the Michigan Department of Transportation. The following people submitted a card in support of HB 6465, but did not wish to speak: Dave Coulter, representing Oakland County Executive. The Chair laid HB 4992 before the committee: HB 4992 (Rep. Witwer) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.713) by adding section 260. Representative Greig moved to adopt substitute (H-1) to HB 4992. The motion prevailed 5-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Nays: None. Pass: None.
