HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, October 28, 2025 Noon. Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Absent: None. Excused: None. Representative Wozniak moved to adopt the meeting minutes from October 21, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4530 and HB 4531 before the committee: HB 4530 (Rep. Pohutsky) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 748a (MCL 330.1748a), as added by 1998 PA 497. HB 4531 (Rep. Rigas) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 9 (MCL 722.629), as amended by 1988 PA 372. Representative Rigas and Representative Pohutsky testified in support of House Bills 4530 and 4531. Questions and discussion followed. Ryan Speidel, representing the Office of the Child Advocate testified in support of House Bills 4530 and 4531. Questions and discussion followed. The following people submitted a card in support of HB 4530 and HB 4531, but did not wish to speak: Heath B. Lowry, representing the Michigan Coalition to End Domestic + Sexual Violence. Amy Zaagman, representing the Michigan Council for Maternal + Child Health. Rachel Richards, representing the Michigan League for Public Policy. The following person submitted a card in support of HB 4530, but did not wish to speak: Chardae Burton, representing the Michigan Department of Health and Human Services. The Chair laid HCR 1 before the committee: HCR 1 (Rep. Wozniak) A concurrent resolution to urge the Governor of Michigan to issue an executive directive that would require administrating agencies to assess if the implementation of their programs reduce Adverse Childhood Experiences (ACEs) and provide an annual report and data to the Legislature and general public about progress in reducing ACEs in Michigan. Representative Xiong moved to adopt substitute (H-1) to HCR 1. The motion did not prevail 4-0-7: UNFAVORABLE ROLL CALL Yeas: Reps. Young, Byrnes, Rheingans and Xiong. Nays: None. Pass: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov and Woolford. Representative Johnsen moved to report out HCR 1 with recommendation. The motion prevailed 7-0-4: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov and Woolford. Nays: None. Pass: Reps. Young, Byrnes, Rheingans and Xiong. The Chair laid HB 4959 before the committee: HB 4959 (Rep. Schmaltz) A bill to amend 1979 PA 152, entitled "State license fee act," (MCL 338.2201 to 338.2277) by adding section 38b. Representative Schmaltz moved to adopt substitute (H-1) to HB 4959. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes, Rheingans and Xiong. Nays: None. Pass: None. Representative Thompson moved to report out HB 4959 with recommendation, as substitute (H-1). The motion prevailed 7-0-4: FAVORABLE ROLL CALL Yeas: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov and Woolford. Nays: None. Pass: Reps. Young, Byrnes, Rheingans and Xiong.
