JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, December 2, 2020 10:30 AM Room 519, House Office Building The House Committee on Local Government and Municipal Finance was called to order by the Chair Lower. The Chair requested attendance be called: Present: Reps. Lower, Crawford, Calley, Howell, Eisen, Markkanen, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent: Rep. Marino. Excused: Rep. Marino. The Chair laid HB 5822 before the committee: HB 5822 (Rep. LaGrand) A bill to amend 2003 PA 258, entitled "Land bank fast track act," by amending section 3 (MCL 124.753). Karyn Ferrick Jonathan Klooster, representing the City of Grand Rapids, testified in support of HB 5822. The following people submitted a card in support of HB 5822, but did not wish to speak: Chris Hackbarth, representing the Michigan Municipal League.. The Chair laid HB 4676 before the committee: HB 4676 (Rep. Anthony) A bill to prohibit the recording of deeds or other instruments relating to real property that contain certain restrictive covenants or conditions; to make such restrictions unenforceable; and to provide remedies with respect to those instruments.
