- HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, October 29, 2025 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Meerman, Tisdel, Bierlein, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Neeley and Hoskins. Absent: Reps. DeBoer, Whitsett and Foreman. Excused: Reps. DeBoer, Whitsett and Foreman. Representative Prestin moved to adopt the meeting minutes from October 22, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4910 before the committee: HB 4910 (Rep. Borton) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16653 (MCL 333.16653), as added by 2018 PA 463, and by adding section 16650. Representative Borton testified in support of HB 4910. The following person submitted a card in support of HB 4910, but did not wish to speak: Jarrett Skorup, representing the Mackinac Center for Public Policy. The Chair laid HB 4935 before the committee: HB 4935 (Rep. Fairbairn) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16601 (MCL 333.16601), as amended by 2018 PA 463, and by adding sections 16187b and 16611a. Representative Fairbairn, joined by Sandy Sutton, representing the Michigan Dental Hygienists Association, testified in support of HB 4935. The following people submitted a card in support of HB 4935, but did not wish to speak: Bill Sullivan, representing the Michigan Dental Association. Martus) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16605 (MCL 333.16605), as amended by 2021 PA 12. Representative Bierlein and Representative Martus, joined by Dr. Doug LaDue, representing the American Academy of Pediatrics-Michigan Chapter, testified in support of HB 4593 and HB 4594. Questions and discussion followed. Dr. Jashleen Bedi, representing the Michigan Association of Orthodontists, testified in support of HB 4593 and HB 4594. Questions and discussions followed. The following people submitted a card in support of HB 4593 and HB 4594, but did not wish to speak: Kevin McKinney, representing the Michigan Association of Orthodontists. Bill Sullivan, representing the Michigan Dental Association. Manny Lentine, representing the Council of Michigan Dental Specialists. Representative Thompson moved to excuse Representatives DeBoer, Whitsett and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 9:46 AM.
