BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES February 20, 2019 A meeting of the Senate Committee on Finance was scheduled for Wednesday, February 20, 2019, at 12:30 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Testimony regarding SB 43 (Sen. Runestad). 2. Testimony regarding SB 44 (Sen. Zorn). 3. Testimony regarding SB 55 (S-1) (Sen. Runestad). The Chairman called the meeting to order at 12:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang, and Alexander, a quorum was present. The Chairman entertained a motion by Sen. Nesbitt to adopt the meeting minutes from February 6, 2019. Without objection, the minutes were adopted. The Chairman invited Shane Preston, of Sen. Zorn's office, to summarize SB's 43 and 44. The Chairman invited the following individual to present testimony regarding SB's 43 and 44: Jennifer Smith, Michigan Association of School Boards – Oppose The following cards were read of those individuals not wishing to testify before the committee regarding SB's 43 and 44: Dan Papineau, Michigan Chamber of Commerce – Support Jeff Towns, Michigan Optometric Association – Support Patti Tremblay, Michigan Association of Intermediate School Administrators – Oppose Kathy Merry, Wayne County Regional Educational Service Agency – Oppose Andy Neumann, Michigan Education Association – Oppose The Chairman summarized SB 55 and the (S-1) version. The Chairman invited the following individuals to present testimony regarding SB 55: Joan Gustafson, Michigan Nonprofit Association – Support Kyle Caldwell, Council of Michigan Foundations – Support Dennis Fliehman, Capitol Region Community Foundation – Support Dr. Phil Knight, Food Bank Council of Michigan – Support Page 1 of 2 The following cards were read of those individuals not wishing to testify before the committee regarding SB 55: Robert Kennedy, Michigan Community Action – Support Dusty Fancher, Goodwill Association of Michigan – Support Rebecca Mastee, Michigan Catholic Conference – Support Rachel Richards, Michigan League for Public Policy – Support The Chairman entertained a motion by Sen. Nesbitt to adopt the (S-1) version of SB 55. The vote was as follows: Yeas: Chairman Runestad, Sen.(s) Nesbitt, Daley, VanderWall, Chang, and Alexander Nays: None Pass: Sen. Bumstead The motion prevailed and the (S-1) was adopted. There being no further business before the committee, the Chairman moved to adjourn the meeting.
