HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, October 29, 2025 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Myers-Phillips and Wooden. Absent: Reps. Arbit and Foreman. Excused: Reps. Arbit and Foreman. Representative McFall moved to adopt the meeting minutes from October 22, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4855 before the committee: HB 4855 (Rep. Prestin) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 43510 (MCL 324.43510), as amended by 2013 PA 108. Representative Prestin testified in support of HB 4855. Questions and discussions followed. Louis Ranguette testified in support of HB 4855. Brett Jenshak testified in support of HB 4855. Questions and discussions followed. Lance DeVooght, representing Gun Owners and Bow Hunters, testified in support of HB 4855. The Chair laid HB 4822 before the committee: HB 4822 (Rep. Fairbairn) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 501 (MCL 324.501). Representative Fairbairn testified in support of HB 4822. The following people submitted a card in support of HB 4822, but did not wish to speak: Keith Shafer, representing the Michigan Bear Hunters Association. Mike Thorman, representing the Michigan Hunting Dog Federation. Justin Tomei, representing the Michigan United Conservation Clubs. Mitchell Nelson, representing Humane World Animals. Representative Bohnak moved to excuse Representatives Arbit and Foreman from the meeting. There being no objection the motion prevailed by unanimous consent.
