- HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES Thursday, October 30, 2025 10:30 AM Room 308, House Office Building The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Absent: None. Excused: None. Representative Kunse moved to adopt the meeting minutes from October 23, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4917 before the committee: HB 4917 (Rep. Smit) A bill to amend 2001 PA 267, entitled "Manufacturing milk law of 2001," by amending section 157 (MCL 288.717). Representative Smit testified in support of HB 4917. Questions and discussions followed. The following person submitted a card with a neutral position on HB 4917, but did not wish to speak: Mikaylah Heffernan, representing the Michigan Department of Agriculture and Rural Development. The following people submitted a card in support of HB 4917, but did not wish to speak: Jarrett Skorup, representing the Mackinac Center. Tim Golding & Sonny Koch, representing the Americans for Prosperity Michigan. At 10:39 AM, the Chair laid the committee at ease. At 10:40 AM, the Chair called the committee back to order. The Chair laid HB 4881 and HB 4882 before the committee: HB 4881 (Rep. Neyer) A bill to amend 2000 PA 92, entitled "Food law," by amending section 4105 (MCL 289.4105), as amended by 2016 PA 188. HB 4882 (Rep. Neyer) A bill to repeal 1964 PA 158, entitled "An act to provide for the licensing of wholesale potato dealers; to prescribe certain powers and duties for certain state agencies; to require certain types of financial security for certain persons under certain circumstances, and to prescribe the procedure for its enforcement; to provide remedies and penalties for violations of the act; and to repeal certain acts and parts of acts," (MCL 290.451 to 290.466). Representative Pavlov moved to report out HB 4881 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Nays: None. Pass: None. Representative Skaggs moved to report out HB 4882 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 10-0-0: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Nays: None. Pass: None. Chuck Lippstreu, representing the Michigan Agri-Business Association, and Scott Gordon, representing the Cooperative Elevator Co. gave a presentation with an update on the Michigan Agri-Business. Questions and discussions followed. There being no further business before the committee, Chair Neyer adjourned the meeting at 11:16 AM.
