BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES March 12, 2019 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, March 12, 2019, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 106 (S-1) (Sen. Outman). 2. Testimony regarding SB 155 (Sen. Bullock). The Chair called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from January 29, 2019. Without objection, the minutes were adopted. At 3:01 p.m., the Chair recessed the committee. At 3:03 p.m., the Chair reconvened the committee. The Chair offered an (S-1) version to SB 106. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 106. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Zorn, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited Sen.(s) Outman and Bullock to summarize SB 106 (S-1) and SB 155. Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB 106 and SB 155: Steve Locke, Mecosta-Osceola Intermediate School District – Support Joe Williams and Tim Goheen, Tri-County High School – Support DJ Hilson, Muskegon County Prosecutor – Support David Height and Dawn Every, A Clean Cigarette – Support Dave Hodgkins, American Heart Association – Oppose Ken Fletcher, American Lung Association – Oppose Andrew Schepers, American Cancer Society – Oppose Farid Shamo, Michigan Department of Health and Human Services – Oppose The Chair invited the following individuals to present testimony regarding SB 0155: Matthew Kirkpatrick, TL Labs – Support The Chair instructed the Clerk to read the cards of those individuals not wishing to testify before the committee regarding SB 106 and SB 155: Kim Manor, Moose Jooce Vape – Support Ashlie Kuehn, JUUL – Support The Chair instructed the Clerk to read the cards of those individuals not wishing to testify before the committee regarding SB 106: Christin Nohner, Michigan State Medical Society – Oppose Matt Black, Michigan Academy of Family Physicians – Oppose Rebecca Mastee, Michigan Catholic Conference – Oppose The Chair instructed the Clerk to read the cards of those individuals not wishing to testify before the committee regarding SB 155: Sean Sorenson-Abbott, Michigan Health and Hospital Association – Oppose There being no further business before the committee, the Chair moved to adjourn the committee.
