The agenda summary is as follows: 1. Adopted the Committee Rules. 2. Reported HB 4061 (Rep. Yaroch) with recommendation and immediate effect. 3. Reported SB 61 (Sen. Victory) with recommendation and immediate effect. 4. Reported SB 42 (Sen. Lucido) with recommendation and immediate effect. 5. Presentation by CN and GoRail regarding Rail Technology. The Chair called the meeting to order at 11:26 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier, a quorum was present. The Chair made a motion to adopt the Committee Rules. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the rules were adopted. The Chair invited Rep. Yaroch to summarize HB 4061. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4061: Troy Hagon, Michigan Department of Transportation – Neutral The Chair entertained a motion by Sen. Lauwers to report HB 4061 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Page 1 of 3 Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4061. Without objection, immediate effect was recommended. The Chair invited Sen. Victory to summarize SB 61. The Chair invited the following individuals to present testimony regarding SB 61: Chief Matt Messer, Holland Department of Public Safety – Support Chief Jon Gale, City of Norton Shores – Support Trooper Nicole McGhee, Michigan State Police – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 61: Stephanie Johnson, Michigan Association of Chiefs of Police – Support John LaMacchia, Michigan Municipal League – Support The Chair entertained a motion by Sen. Victory to report SB 61 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 61. Without objection, immediate effect was recommended. The Chair invited Sen. Lucido to summarize SB 42. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 42: Jenita Moore, Michigan Secretary of State – Neutral The Chair made a motion to report SB 42 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, Victory, Outman, Lauwers, Geiss, Bullock, and Hollier Nays: None Pass: Sen. McBroom The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 42. Without objection, immediate effect was recommended.
