BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES March 14, 2019 A meeting of the Senate Committee on Judiciary and Public Safety was scheduled for Thursday, March 14, 2019, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 84, SB 90 – SB 102 the "Raise The Age" Package. 2. Reported SB 203 (Sen. MacDonald) with recommendation and immediate effect. The Chairman called the meeting to order at 8:34 a.m. He instructed the clerk to call the roll. At that time, the following members were present: Chairman Lucido, Sen.(s) VanderWall, Barrett, and Johnson, a quorum was present. The Chairman entertained a motion by Sen. VanderWall to adopt the meeting minutes from March 7, 2019. Without objection, the minutes were adopted. The Chairman brought up SB 84 and Sb 90 – SB 102, the Raise The Age package. The Chairman invited the following individuals to present testimony regarding SB 84 and SB 90 - SB 102, the Raise The Age package: David Joseph, Macomb Juvenile Court – Support Nicole Faulds, Macomb Juvenile Court – Support At 8:52 a.m., Sen.(s) Runestad and Irwin entered the meeting. The Chairman invited the following individuals to present testimony regarding SB 84 and SB 90 – SB 102, the Raise The Age package: Sandi Metcalf, Michigan Association for Family Court Administration – Support At 8:58 a.m., Sen. Chang entered the meeting. The Chairman called the committee at-ease from 9:01 a.m. to 9:02 a.m. The Chairman invited Sen. MacDonald and Frank Waters, from the Michigan Department of Licensing and Regulatory Affairs, to summarize SB 203. The cards were read of those individuals not wishing to present testimony regarding SB 203: Matt Miner, Great lakes Cannabis Chamber of Commerce – Support Adam Goers, Columbia Care – Support The Chairman entertained a motion by Sen. VanderWall to report SB 203 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Lucido, Sen.(s) VanderWall, Barrett, Runestad, Chang, and Irwin Nays: None Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chairman made a motion to recommend immediate effect for SB 203. Without objection, immediate effect was recommended. The Chairman invited the following individuals to present testimony regarding SB 84 and SB 90 – SB 102, the Raise The Age Package: Tom Hickson, Michigan Catholic Conference – Support Richard Griffin, American Civil Liberties Union – Support Pete Letkemann, Citizens for Prison Reform – Support Meghann Keit, Michigan Association of Counties – Neutral The cards were read of those individuals not wishing to present testimony regarding SB 84 and SB 90 - SB102, the Raise The Age package: Ross Hougham, Prison Fellowship – Support Jason Smith, Michigan Council on Crime and Delinquency – Support There being no further business before the committee, the Chairman moved to adjourn the committee.
