- COMMITTEE MEETING MINUTES March 19, 2019 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, March 19, 2019, at 3:00 p.m., in the 1200 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 106 (S-1) (Sen. Outman) with recommendation and immediate effect. 2. Reported SB 155 (S-1) (Sen. Bullock) with recommendation and immediate effect. The Chairman called the meeting to order at 3:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno, a quorum was present. The Chairman entertained a motion by Sen. Theis to adopt the meeting minutes from March 12, 2019. Without objection, the minutes were adopted. The Chairman moved to excuse absent members from the meeting. Without objection, Sen. Zorn was excused from the meeting. The Chairman invited the following individuals to present testimony regarding SBs 106 and 155: April Woods, Citizen – Support Anna Blanchard, Citizen – Support Benjamin Welsh, Citizen – Support Kalie Alexander, Citizen – Support Katie Wheaton, Citizen – Support The Chairman read the testimony cards of those individuals not wishing to testify before the committee regarding SBs 106 and 155: David Randels, Oakland Schools – Support The Chairman offered an (S-1) version to SB 155. The Chairman entertained a motion by Sen. Theis to adopt the (S-1) version of SB 155. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno MEMBERS: SEN. LANA THEIS, VICE CHAIR SEN. RUTH JOHNSON SEN. DAN LAUWERS SEN. BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 Nays: None The motion prevailed and the (S-1) was adopted. The Chairman entertained a motion by Sen. Theis to report SB 106 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 106 (S-1). Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Theis to report SB 155 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Nesbitt, Sen.(s) Theis, Johnson, Lauwers, VanderWall, Moss, Polehanki, and Wojno Nays: None The motion prevailed and the bill was reported. The Chairman moved to recommend immediate effect for SB 155 (S-1). Without objection, immediate effect was recommended.
