The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Fairbairn moved to adopt the meeting minutes from October 23, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4745 before the committee: HB 4745 (Rep. Woolford) A bill to amend 1975 PA 169, entitled "Charitable organizations and solicitations act," by amending section 13 (MCL 400.283), as amended by 2010 PA 377. Aragona) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending sections 3, 8, 11, and 14 (MCL 333.27953, 333.27958, 333.27961, and 333.27964), sections 3 and 8 as amended by 2023 PA 166 and section 14 as amended by 2023 PA 165. Chair Aragona testified in support of HB 4963. Questions and discussions followed. Clark Orthwein, representing Objectiv, testified in support of HB 4963. Questions and discussions followed. At 9:13 AM, Majority Vice Chair Fairbairn laid the committee at ease. At 9:14 AM, the Chair called the committee back to order. Chair Aragona laid before the committee a presentation from Lume. David Morrow and Doug Hellyar, both representing Lume, and Kevin Blair from Honigman, gave a presentation to the committee. Questions and discussion followed. The Chair laid HB 4969 before the committee: HB 4969 (Rep. Cavitt) A bill to regulate the distribution, sale, and manufacture of kratom products; to require licensing for certain conduct related to kratom and kratom products; to prohibit the distribution, sale, and manufacturing of certain kratom products; to provide for the powers and duties of certain state governmental officers and entities; to prescribe fines and sanctions; to provide remedies; and to require the promulgation of rules. Representative Cavitt testified in support of HB 4969. Questions and discussions followed. Mac Haddow, representing the American Kratom Association, testified in support of HB 4969. John Cleveland, representing the Holistic Alternative Recovery Trust (HART), testified in opposition to HB 4969. Questions and discussions followed. Walker Gallman, representing the Global Kratom Coalition, testified in support of HB 4969. The following person submitted a card in support of HB 4969, but did not wish to speak: Elizabeth Kutter, representing the Michigan Health & Hospital Association.
