BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2420 FAX: (517) 373-2764 **DRAFT** COMMITTEE MEETING MINUTES April 16, 2019 A meeting of the Senate Committee on Education and Career Readiness was scheduled for Tuesday, April 16, 2019, at 12:00 noon, in the 1300 Room of the Binsfeld Building. The agenda summary is as follows: 1. Reported SB 113 (S-2) (Sen. Ananich) with recommendation and immediate effect. The Chairwoman called the meeting to order at 12:04 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chairwoman Theis, Sen.(s) Horn, Bumstead, Runestad, Daley, Polehanki, and Geiss; a quorum was present. The Chairwoman entertained a motion by Sen. Horn to adopt the meeting minutes from March 19, 2019. Without objection, the minutes were adopted. The Chairwoman invited Sen. Ananich to summarize SB 113. The Chairwoman recessed the committee from 12:10 p.m. to 12:12 p.m. The Chairwoman offered an (S-2) version to SB 113. The Chairwoman moved to adopt the (S-2) version of SB 113. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Horn, Bumstead, Runestad, Daley, Polehanki, and Geiss Nays: None The motion prevailed and the (S-2) was adopted. The Chairwoman invited the following individuals to present testimony regarding SB 113: Alicia Urbain, Michigan Association of Public School Academies – Support Beth DeShone, Great Lakes Education Project – Neutral Peter Spadafore, Michigan Association of Superintendents and Administrators – No position given Julie Rowe, American Federation of Teachers of Michigan – Oppose Tim Greimel, American Federation of State, County, and Municipal Employees, Council 25 – Oppose The Chairwoman read the cards of those individuals not wishing to testify before the committee regarding SB 113: Jennifer Smith, Michigan Association of School Boards – Support Rusty Merchant, Grand Rapids Public Schools – Support Sen. Polehanki offered an amendment to the (S-2) version of SB 113, identified as amendment #1. The Chairwoman invited Sen. Polehanki to summarize amendment #1. The Chairwoman entertained a motion by Sen. Polehanki to adopt amendment #1 to the (S-2) version of SB 113. The vote was as follows: Yeas: Sen.(s) Polehanki and Geiss Nays: Chairwoman Theis, Sen.(s) Horn, Runestad, Bumstead, and Daley The motion failed and the amendment was not adopted. The Chairwoman entertained a motion by Sen. Horn to report SB 113 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairwoman Theis, Sen.(s) Horn, Bumstead, Runestad, and Daley Nays: None Pass: Sen.(s) Polehanki and Geiss The motion prevailed and the bill was reported. The Chairwoman moved to recommend immediate effect for SB 113 (S-2). Without objection, immediate effect was recommended.
