HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES AND VETERANS REP. KATHY SCHMALTZ CHAIR COMMITTEE MEETING MINUTES Tuesday, November 4, 2025 Noon. Room 307, House Office Building The House Committee on Families and Veterans was called to order by Chair Schmaltz. The Chair requested attendance to be called: Present: Reps. Schmaltz, Wozniak, Fox, Johnsen, Thompson, Pavlov, Woolford, Young, Byrnes and Xiong. Absent: Rep. Rheingans. Excused: Rep. Rheingans. Representative Fox moved to adopt the meeting minutes from October 28, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039 before the committee: HB 5035 (Rep. Roth) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," (MCL 600.101 to 600.9947) by adding section 2980. HB 5036 (Rep. Steckloff) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 219g. HB 5037 (Rep. Roth) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 24 of chapter VII (MCL 767.24), as amended by 2018 PA 182. HB 5038 (Rep. St. Germaine) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 16l of chapter XVII (MCL 777.16l), as amended by 2016 PA 150. HB 5039 (Rep. Roth) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16221 and 16226 (MCL 333.16221 and 333.16226), as amended by 2023 PA 209. Jamie Hall testified in support of HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039. Kara Deyerin, representing Right to Know, testified in support of HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039. Questions and discussions followed. Lynn Spencer, testified in support of HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039. Questions and discussions followed. The following person submitted a card in support of HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039, but did not wish to speak: Amy Zaagman, representing the Michigan Council for Maternal & Child Health. Stephanie Jones, representing the Michigan Fertility Alliance, testified in opposition to HB 5035, HB 5036, HB 5037, HB 5038 and HB 5039. Questions and discussions followed. Representative Woolford moved to excuse Representative Rheingans from the meeting. There being no objection the motion prevailed by unanimous consent.
