- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCE REP. MARK TISDEL CHAIR COMMITTEE MEETING MINUTES Tuesday, November 4, 2025 10:30 AM Room 521, House Office Building The House Committee on Finance was called to order by Chair Tisdel. The Chair requested attendance to be called: Present: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Absent: Reps. Posthumus and Tyrone Carter. Excused: Reps. Posthumus and Tyrone Carter. Representative Hoskins moved to adopt the meeting minutes from October 28, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4816, HB 4892 and HB 4893 before the committee: HB 4816 (Rep. Jenkins-Arno) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 281. HB 4892 (Rep. Frisbie) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 724 and 728 (MCL 339.724 and 339.728), as amended by 2018 PA 81. HB 4893 (Rep. Tisdel) A bill to amend 1980 PA 299, entitled "Occupational code," by amending sections 725 and 727a (MCL 339.725 and 339.727a), section 725 as amended by 2010 PA 215 and section 727a as amended by 2018 PA 81. Chair Tisdel testified in support of the proposed (H-2) substitute for HB 4816. Representative Frisbie moved to adopt substitute (H-2) to HB 4816. The motion prevailed 11-0-2: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Breen and Young. Nays: None. Pass: Reps. Neeley and Paiz. Representative Aragona moved to report out HB 4816 with recommendation that the substitute (H-2) be adopted. The committee further recommended that the bill and substitute (H-2) be referred to the Committee on Rules. The motion prevailed 12-0-1: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen and Young. Nays: None. Pass: Rep. Paiz. The following person submitted a card in support of HB 4892 and HB 4893, but did not wish to speak: Jarrett Skorup, representing the Mackinac Center for Public Policy. A substitute (H-1) was adopted for HB 4892 at the October 28th, 2025, meeting. Representative Frisbie moved to report out HB 4892 with recommendation that the substitute (H-1) be adopted. The committee further recommended that the bill and substitute (H-1) be referred to the Committee on Rules. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. A substitute (H-2) was adopted for HB 4893 at the October 28th, 2025, meeting. Representative Hoskins moved to report out HB 4893 with recommendation, as substitute (H-2). The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Tisdel, Frisbie, VanderWall, Lightner, Martin, Alexander, Aragona, Schuette, Hoskins, Neeley, Breen, Young and Paiz. Nays: None. Pass: None. Representative Hoskins moved to excuse Representatives Posthumus and Tyrone Carter from the meeting. There being no objection the motion prevailed by unanimous consent.
