Gast Senate Appropriations Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 150 (Sen. Stamas) (S-3) with recommendation and immediate effect. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Irwin, Hollier, Santana, McCann, and Bayer a quorum was present. The Chairman entertained a motion by Sen. Hertel, supported by Sen. Victory, to adopt the committee meeting minutes from April 10, 2019. Without objection, the minutes were adopted. The Chairman invited Chris Harkins, Director of the Senate Fiscal Agency, to summarize the (S-2) version of SB 150. The Chairman invited Sen. Hertel to summarize amendment #1 to (S-2) version of SB 150. The Chairman entertained a motion from Sen. Hertel, supported by Sen. Schmidt, to adopt amendment #1 to the (S-2) version of SB 150. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The amendment was adopted. The Chairman invited Sen. Irwin to summarize amendment #2 to the (S-2) version of SB 150. The Chairman entertained a motion from Sen. Irwin, supported by Sen. Barrett, to adopt amendment #2 to the (S-2) version of SB 150. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The amendment was adopted. The Chairman invited Sen. Irwin to summarize amendment #3 to the (S-2) version of SB 150. The Chairman entertained a motion from Sen. Irwin, supported by Sen. Hertel, to adopt amendment #3 to the (S-2) version of SB 150. The vote was as follows: Yeas: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt and Victory The amendment was not adopted. The Chairman entertained a motion from Sen. MacGregor, supported by Sen. Outman, to adopt SB 150 (S-2) as amended. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The substitute was adopted. The Chairman entertained a motion from Sen. MacGregor, supported by Sen. Outman, to report SB 150 (S-2), as amended, as a clean sub, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, MacGregor, Barrett, Bizon, LaSata, MacDonald, Nesbitt, Outman, Runestad, Schmidt, Victory, Hertel, Hollier, Irwin, Santana, McCann and Bayer Nays: None The bill was reported to the floor. The Chairman entertained a motion from Sen. Bumstead, supported by Sen. Bizon, to recommend immediate effect for SB 150 (S-3). Without objection, immediate effect was recommended. There being no further business before the committee, the Chairman moved, supported by Sen. Hertel, to adjourn the meeting at 2:16 p.m. Without objection, the committee was adjourned.
